• 7. Perimeter fencing — 8-ft chain link with wind screen, gates locked
• 8. Hardened material staging — copper and small tools in locked conex, not open pallet
• 9. CPTED lighting — no shadow gaps, motion-triggered where possible
• 10. Sign posting — 'This site is under 24/7 monitored surveillance. HPD dispatched.'

Order matters. Fix #1 and #2 first — they're the documentation your broker will ask for. #3 and #5 next; they're what makes an event prosecutable. Everything else can layer in over the next 30 days.
